Dagegen hatte es in den Ländern großen Widerstand gegeben. Mit der nun getroffenen Einigung können die Länder einen Großteil der Mittel, etwa zwei Milliarden Euro, durch die Anrechnung bereits geplanter Maßnahmen beisteuern. 情報社会の発展に伴い、デジタル保存の問題も解決されなくてはなりません。
Digitale Bewahrung ist ein Knackpunkt in der Informationsgesellschaft, in der das Informationsangebot exponentiell steigt und in der sich Inhalte immer dynamischer präsentieren. Gegenwärtig ist der Erfahrungsschatz im Hinblick auf digitale Bewahrung noch gering, der rechtliche Rahmen ist in der Entwicklung begriffen, Ressourcen sind knapp und das Ergebnis von Bewahrungsbestrebungen ist ungewiss. Das Problem sollte dringend Gehör finden, sowohl von Politiken als auch von den am meisten betroffenen Institutionen. Seine Auswirkung übertrifft bei weitem den Bereich von Bibliotheken und Archiven und betrifft alle Organisationen, die digitale Informationen erstellen und deren Verfügbarkeit sicherstellen möchten. Digital preservation is a vital problem for the information society, where the supply of information is growing exponentially and where content is becoming more and more dynamic. At present, there is little experience with digital preservation, the legal framework is evolving, resources are scarce and the outcome of preservation efforts is uncertain. The problem deserves to be urgently addressed both by politicians and by the institutions most concerned. Its impact goes far beyond the realm of libraries and archives and concerns all organisations producing digital information and interested in maintaining its availability. (ibid.)
La conservation numérique est un problème essentiel pour la société de l’information où la fourniture d’informations croît exponentiellement et où le contenu devient de plus en plus dynamique. Actuellement, il y a peu d’expérience sur la conservation numérique, le cadre juridique évolue, les ressources sont rares et les résultats des efforts de conservation sont incertains. Le problème mérite d’être rapidement abordé à la fois par les hommes politiques et par les institutions les plus concernées. Son incidence va bien au-delà du domaine des bibliothèques et des archives et concerne toutes les organisations produisant des informations numériques et intéressées dans le maintien de leur disponibilité.
